Abstract

Gender discrimination still persists in many aspects of life around the world, despite great progress on equality gender in recent decades. The nature and extent of discrimination vary widely in different countries or regions. In no area in developing countries where the equality of men and women in legal, social and economy. The gender gap is wide in terms of access to and control over resources, economic opportunities, power, and political voice. Although women and girls are the direct bearers of the heaviest burden of this inequality, the burden will also be suffered by society, and ultimately will harm everyone (World Bank, 2001:1). The development of the quality of human life is a continuous effort made by the government in order to achieve a better life.
This development effort is aimed at the interests of the entire population without discriminating against a particular gender. However, it cannot be denied, in practice there are still groups of people who are left behind in achieving quality of life. This lag is caused by various complicated problems that are often interrelated with one another. Problems that hinder efforts to improve the quality of life on an equal footing include the development approach that ignores the issue of about gender equality and justice, cultural issues or other issues that can sometimes be an obstacle to achieving gender balance.
